Interest-Free Hajj Saving Plan Approved — But Not Open Yet

The Prime Minister has approved a proposal for an interest-free Hajj Saving Plan, and the Ministry of Religious Affairs and Interfaith Harmony has announced that work on it has begun.

It is not open. There is nothing to join yet. That is the most important sentence on this page, and we have put it near the top because pages about this will shortly exist that do not.

What was actually announced

The Ministry's press release is dated Islamabad, 9 October 2026. We downloaded and read the notice image ourselves on 15 October 2026, because the Ministry publishes these as images rather than text. It states:

  • A joint summary from the Ministry of Religious Affairs and Interfaith Harmony, the Ministry of Finance and the Central Directorate of National Savings was approved by the Prime Minister.
  • The approval clears the way to introduce a Hajj Saving Plan described as free of interest and in accordance with Shar'i principles.
  • A meeting on Friday 9 October, chaired by Federal Secretary for Religious Affairs Ibrar Ahmed Mirza, included officers of Finance, National Savings and the Hajj Wing.
  • Relevant institutions are to prepare the rules and regulations within two months of the approved summary.
  • The rules are to leave room for an Umrah saving scheme and a religious Ziyarat saving scheme alongside the Hajj Saving Fund.

The three facilities the notice describes

Under the proposed system, the notice says intending pilgrims would be able to:

  • deposit money monthly, by digital means;
  • choose the saving duration themselves;
  • transfer funds within the family, and withdraw the amount at any time without deduction.

The stated purpose, in the Secretary's words as the notice reports them, is to give pilgrims a timely and organised opportunity for financial planning against Hajj expenses, to cope with rising inflation, and to make preparing for the sacred journey easier.

What has not been decided

The notice is explicit about this, and we are repeating it rather than softening it. Its closing line says the method, eligibility, duration, digital facilities and other related details will be released to the public at an appropriate time.

So, as of the Ministry's own notice:

  • No enrolment exists. There is no form, no portal, no bank counter, no app screen for this.
  • No eligibility rule has been published. Nobody can tell you today whether you qualify.
  • No amounts. No minimum deposit, no maximum, no rate of any kind. We are not giving you a figure because the notice contains none, and a number invented here would be repeated as fact.
  • No date for the rules. The notice says two months from the approved summary. It does not date the summary, so we are not going to convert that into a month and neither should anyone else.

If someone asks you to sign up

They are not working from the Ministry's notice.

This is the predictable risk with a scheme that has been announced but not opened: the gap between approval and rules is exactly where fraud operates, and it is widest for the people most eager to go. The Ministry's own board carries a notice dated 7 October 2026 headed “Verify First about Unverified information”.

Why this one matters for our readers

Saving for Hajj over years is, for most families, the only way the journey happens at all — and doing it without falling into interest has been a real difficulty. A government-backed plan described by the Ministry as interest-free and in accordance with Shar'i principles is, if it arrives as described, a genuinely useful thing.

That is a reason to watch for the rules, not a reason to act today. When the method and eligibility are published, they will be published by the Ministry.

Meanwhile our Hajj & Umrah guide covers the rites themselves, which do not depend on any of this.

May Allah make the way easy for everyone intending His house, and accept from them. And Allah knows best.
